Head of the PR Sector
We are seeking a professional leader who possesses a deep understanding of public sector institutional frameworks, demonstrates strategic thinking, and is capable of effectively utilizing modern communication tools in the presentation of cultural heritage.
This position involves shaping the institution’s communication policy under a unified strategic approach, professionally managing public image and reputation, and coordinating media and digital communication activities.
Key Responsibilities:
Develop, implement, and continuously improve the institution’s communication strategy;
Systematically manage public image and reputation;
Establish and maintain strong relationships with media outlets, the public, partners, and other stakeholders;
Oversee the preparation of presentations, speeches, and communication content related to the institution’s activities;
Lead communication campaigns, public events, and awareness initiatives;
Supervise digital communication channels (website, social media, etc.) and ensure the quality of published content;
Strengthen crisis communication preparedness and coordinate relevant response measures;
Oversee the development and quality of printed and visual materials (brochures, posters, flyers, magazines, guidebooks, etc.);
Ensure systematic engagement with target audiences and implement effective feedback mechanisms;
Measure, analyze, and report on the effectiveness of communication activities;
Monitor international best practices in public relations and digital communications, and introduce innovative tools and approaches;
Manage, evaluate, and support the professional development of the team under direct supervision.
Candidate Requirements:
Minimum 5 years of professional experience in public relations, communications, or marketing;
At least 2–3 years of managerial experience (department, division, or team level);
Experience working with government institutions, in the fields of culture, tourism, or within large institutional environments is an advantage;
Strong strategic thinking, analytical mindset, and planning skills;
Ability to generate creative ideas and successfully translate them into execution;
Practical knowledge of digital communications, social media management, and media relations;
Excellent communication and presentation skills;
Higher education degree in communications, marketing, journalism, or a related field;
Azerbaijani – fluent; English – good (Russian is an advantage);
Responsible, proactive, and results-oriented approach.
