Job Title: Head of Sector
Department: Cooperation with Government Agencies and International Relations Sector
Location: Baku, Azerbaijan
Work Schedule: Full-time, 5-day work week
Key Responsibilities:
Establishing and managing relations with government agencies: Develop effective cooperation mechanisms with relevant state bodies and ensure continuous coordination of relations.
Managing official correspondence: Prepare and submit letters, inquiries, reports, and other official documents to government bodies in a timely manner.
Developing international cooperation strategy: Prepare strategies, action plans, and initiatives to enhance the organization’s international relations.
Managing relations with foreign partners: Establish and maintain cooperation with foreign organizations, international networks, embassies, and institutions through the relevant executive authorities of Azerbaijan.
Coordinating international projects: Manage the organization’s participation in international projects, maintain communication with partners, and prepare project reports.
Supporting organization of internationally significant events: Assist in planning and organizing international conferences, seminars, meetings, and official receptions.
Monitoring international conventions and legislation: Track international and local legislation relevant to public administration, international cooperation, and the sector’s activities, and report updates to management.
Supervising sector activities: Coordinate the work of sector staff, allocate tasks, and ensure effective performance.
Exploring partnership opportunities: Identify new areas of collaboration and conduct preliminary negotiations with potential partners.
Organizing business trips: Coordinate official trips of staff abroad, liaising with relevant government authorities, foreign embassies accredited in Azerbaijan, international organizations, and other institutions; provide support in obtaining visas and flight tickets, and organize other necessary arrangements.
Candidate Requirements:
Education: Higher education in International Relations, Law, Economics, Management, or related fields.
Work Experience: Minimum 5 years of relevant experience (at least 3 years in a managerial role).
Experience in working with government agencies.
Proven experience in negotiations with government bodies, international partners, and investors.
Strong oral and written communication skills.
Digital literacy: Ability to work in digital environments, process data digitally, and manage system integrations.
Analytical thinking, strategic planning, and management skills.
Personal qualities: Responsibility, initiative, and ability to work in a team.
Languages: English (B2/C1), Russian (B2/C1)
