Head of the Urban Environment Management Department
The Urban Environment Management Department brings together, within a unified management framework, the preservation of the architectural environment and historical and cultural heritage in conservation areas, the coordination of engineering and technical matters, the monitoring of areas and monuments, and the oversight of compliance of ongoing works with established requirements.
The Head of the Department will be responsible for the strategic and operational management of activities in these areas, coordinating the work of subordinate structural units, and ensuring the sustainable and safe development of the urban environment in accordance with its historical and architectural characteristics.
Key Responsibilities:
Coordinate the activities of structural units operating in the areas of architecture, engineering and technical supervision, and monitoring of areas and monuments;
Develop conceptual proposals aimed at preserving and improving the historical and architectural environment and enhancing the artistic and aesthetic appearance of conservation areas, as well as ensure the coordination and implementation of submitted proposals;
Organize the review, analysis and assessment, as appropriate, of design, design and cost-estimate, and other technical documentation related to repair, restoration, reconstruction, conservation and landscaping works carried out in conservation areas, and ensure the preparation and submission of relevant reports to the appropriate authorities;
Ensure the organization of supervision over the compliance of completed works with approved designs, technical requirements, urban planning and construction standards, as well as the special regime established for conservation areas;
Ensure systematic monitoring of areas and monuments, timely identification of risks and violations, and the preparation of proposals for taking appropriate measures;
Organize the assessment of interventions and risks that may affect the historical and architectural environment and the safety of monuments;
Ensure the Department's participation in the evaluation of completed works and the relevant acceptance processes;
Ensure coordination with relevant institutions and organizations on matters related to engineering and utility systems;
Develop initiatives and proposals aimed at improving the functionality, safety, and architectural and aesthetic quality of the urban environment;
Establish effective working mechanisms with project developers, contractors, engineers, experts, and other relevant organizations within the scope of the Department's authority;
Ensure effective cooperation and coordination with government authorities, design organizations, contractors, experts, and other relevant stakeholders within the Department's area of responsibility;
Determine the Department's performance indicators, monitor implementation progress, analyze results, and submit relevant reports and proposals to management;
Organize the activities of subordinate employees, ensure effective allocation of responsibilities and results-oriented management, and support the professional development of the team;
Identify risks within the areas of responsibility, and organize the development and implementation of preventive measures;
Ensure the planning, organization, and coordination of the Department's strategic and current activities across its areas of responsibility;
Ensure the implementation, within the Department's areas of responsibility, of duties arising from legislation, the Charter of the Administration, and other relevant documents.
Requirements:
A university degree in architecture, urban planning, construction engineering, civil engineering, or another field relevant to the responsibilities of the position;
At least 7 years of relevant work experience, including at least 3 years of experience in a managerial position;
Strong professional knowledge and practical experience in one or more of the following areas: urban planning, architecture, construction, engineering and technical supervision, or urban environment management;
Preferred software skills: in addition to MS Office applications, proficiency in AutoCAD, Revit, SketchUp, and ArcGIS;
Knowledge of the legislation of the Republic of Azerbaijan in the fields of urban planning, construction, and the protection of historical and cultural monuments;
Strategic thinking, planning, decision-making, and problem-solving skills;
Ability to establish strong professional relationships with government authorities, contractors, design organizations, and other stakeholders;
Strong leadership, communication, and presentation skills;
Azerbaijani – fluent verbal and written communication skills; English – good proficiency (Russian is an advantage);
Responsible, proactive, and results-oriented approach.
