Built in 1895 in a new architectural style among religious buildings near the Murad Gate of the Palace of the Shirvanshahs, on the site of an ancient mosque, the mosque was commissioned by the famous bays of Baku and thus earned the name "Baylar Mosque".

The stone inscription above the entrance door of the monument states that the sons of Muhammad Hashim al-Bakuvi, Haji-baba and Haji Javad, as well as the famous Baku millionaire Agha-Murtuza Mukhtarov, Ibrahim Shirvani (calligrapher), Mir Ali en-Naghi, Mir Teki, Said Huseyn (master architect) participated in the construction of the building. The interior of the mosque consists of a corridor, a prayer hall and a decoratively decorated mihrab. The architecture of the mosque combines the constructive principles of European, Eastern and local architecture.
