Yuliya Pasternak was born in Baku. She completed her bachelor’s degree in Administrative Management at Baku State University and obtained her master’s degree in Financial Management.

She began her professional career in 2009. Over the course of 11 years, she held various managerial positions in the country’s banking sector, gaining substantial experience in strategic financial planning, budget control, and risk management. From 2020 to 2025, she headed the Finance Department of the State Employment Agency under the Ministry of Labor and Social Protection of the Population, and later served as the Head of the Finance Department of the “Icherisheher” State Historical-Architectural Reserve Administration.

Yuliya Pasternak has successfully completed internationally recognized professional development programs in finance and management. She has advanced knowledge of International Financial Reporting Standards (IFRS), and has mastered current approaches in tax legislation and its practical application. Additionally, she enhanced her skills in organizational development and innovation management through international programs held in Germany.

Her diverse managerial experience, effective leadership in both public and private sectors, analytical mindset, and strategic decision-making abilities formed the basis for her appointment to this position.

It should be noted that the role of Head of the Administration of the “Icherisheher” State Historical-Architectural Reserve Administration was previously held by Fuad Khalilov. After his appointment as a Member of the Board, this position was assigned to Yuliya Pasternak.
